Unable to register with full custom fields

While in my sandbox system, I was able to register fully with custom fields and payment.  When I go back to the same link to look at edits I've made, it will only take me to "Check in" with payment only.  Am I missing a setup portion to allowing more than one attendee?  I have the field set to 0 and are only allowed to register individually. 

Found the setting in General > Reg Settings > Activate Shopping Cart
